Abstract

The goal of the study is to explain how Junior High School Implemented English Literacy Program and the students can improve their English skills utilizing the Grammar Translation Method (GTM), identifying the factors that would support and inhibit the English Literacy Program at SMP Tunas Bangsa. It is a qualitative research method with a phenomenological design. Interview, observation, and documentation procedures were used to get the data. Data collection, data reduction, data description presentation, and conclusion are all part of the descriptive qualitative research methodology from Miles and Hubberman. The findings of this study suggest that the Implementation of English Literacy Program in Junior High School was conducted with various programs including: 1) Reading Group, 2) Morning Motivation, 3) Mini Library or Reading Corner, 4) Procurement Library as Literacy Source . Some supporting and inhibiting factors of English Literacy Program are: Supporting factors: 1) Facilities and Infrastructure, 2) Reading materials, 3) Parental support, 4) Time allocation and funds to support the program and 5) Teachers have the good learning spirit. Inhibiting factors: 1) Less cooperation of teachers, and education staff 2) Lack of reading material and 3) Lack of reading interest of students. The GTM used through reading questions and translation; teaches grammar deductively and followed by fill in blank exercises; teaches vocabulary through synonym, antonym, cognates, context analysis and bilingual vocabulary; develops writing skill through translation and composition; develops speaking skill through compensation.
