Abstract

kebakaran lahan serta pada tahun 2019 didapatkan kasus kejadian kebakaran lahan tertinggi terdapat di kecamatan Bati Bati dari sebelas kecamatan sebanyak 164 kejadian kebakaran lahan dari 596 kejadian kebakaran lahan. Penelitian ini merupakan penelitian lapangan yang menggunakan pendekatan deskriptif kualitatif. Informan dalam penelitian ini diambil menggunakan purposive sampling, yaitu teknik penentuan sampel dengan pertimbangan tertentu berjumlah 5 orang. Instrumen yang digunakan berupa pedoman wawancara. Hasil penelitian ini menunjukkan bahwa tenaga atau pegawai yang ada di BPBD Kabupaten Tanah Laut cukup memadai, akan tetapi ada pegawai yang melakukan pekerjaan lebih dari satu pekerjaan atau multi tasking, adanya kekurangan sarana dan prasarana dalam membantu menekan atau meminimalisir kejadian kebakaran lahan dan hutan setiap tahunnya, belum efektifnya kegiatan sosialisasi dan edukasi, perencanaan telah dilaksanakan dengan baik, namun belum optimal. Kendala dalam melakukan upaya pencegahan dan penanggulangan kebakaran hutan dan lahan yang didapatkan pada saat pelaksanaan seperti masih ada orang atau badan yang membuka lahan dengan membakar lahan, tidak ada akses jalan yang menuju ke lokasi kejadian kebakaran hutan dan lahan, tidak ada sumber air yang ada dilokasi kejadian kebakaran hutan dan lahan. Based on the recapitulation of data on disaster incidents in the BPBD of Tanah Laut District in 2017 obtained the highest incidence of land fires was found in Bati Batidari sub-district in eleven sub-districts as many as 41 land fires from 103 land fire incidents, while in 2018 obtained the highest cases of land fires was found in Bati Batidari sub-district in eleven sub-districts as many as 83 land fires from 187 land fires and in 2019 obtained the highest incidence of land fires was found in Bati Batidari sub-district in eleven sub-districts with 164 land fires from 596 land fires. This research is a field research that uses a qualitative descriptive approach. The informants in this study were taken using purposive sampling, namely the technique of determining the sample with certain considerations totaling 5 people. The instrument used was an interview guide. The results of this study indicate that the personnel or employees in the BPBD of Tanah Laut District are quite adequate, but there are employees who do more than one job or multi-tasking, there is a lack of facilities and infrastructure to help suppress or minimize the incidence of land and forest fires every year, the activities of socialization and education have not been effective, planning has been implemented properly, but not optimal yet. Constraints in carrying out efforts to prevent and control forest and land fires that were obtained during implementation, such as there are still people or institutions opening land by burning land, no road access leading to the location of forest and land fires, no water source in the location forest and land fire incidents.
