Abstract

Usaha pembangunan Progam Kotaku yang dilaksanakan pemerintah dan masyarakat tidak lepas dari peran serta dan keterlibatan aktif anggota masyarakat. Pelaksanaan Pembangunan tersebut tidak jarang mengalami hambatan, baik berupa dana maupun hambatan sosial dari masyarakat berupa penolakan kegiatan. Bahkan terkadang masyarakat dilokasi kegiatan pembangunan bersikap acuh dan tidak mau tahu terhadap kegiatan pembangunan di wilayahnya.. Modal utama dalam pelaksanaan program kotaku adalah kepiawaian fasilitator dalam berkomunikasi dan berinovasi agar menimbulkan partisipasi masyarakat dalam pembangunan. Adanya partisipasi masyarakat diharapkan dapat menanggulangi keterbatasan dana dan kemampuan pemerintah dalam pelaksanaan program pembangunan kota maupun pembangunan kelurahan. Tujuan penelitian ini adalah untuk mengetahui dan menganalisis besaran pengaruh komunikasi difusi inovasi fasilitator terhadap tingkat partisipasi masyarakat dalam penataan kawasan kumuh di Kota Banjarmasin, nilai analisa deskriptif variabel komunikasi difusi inovasi fasilitator dan variabel partisipasi masyarakat. Metodologi penelitian ini menggunakan deskriptif kuantitatif dengan pendekatan triangulasi yakni menggabungkan pendekatan statistik (kuantitatif), observasi partisipan dan dokumentasi. Spesifikasi penelitian dua variabel metode analisis data dengan Skala Likert berdasarkan kuesioner dengan menggunakan analisis deskriptif kuantitatif persentase rata-rata. Tehnik purposive sampling digunakan dalam pengambilan sampel. Jumlah sampel ditetapkan 70 orang, terdiri Tim Koorkot Kotaku Banjarmasin 6 orang, Fasilitator Kelurahan 12 orang dan Pimpinan Kolektif BKM Kota Banjarmasin 52 orang. Hasil penelitian menunjukkan variabel komunikasi difusi inovasi memiliki pengaruh yang signifikan terhadap partisipasi masyarakat dalam penataan kawasan kumuh Kota Banjarmasin, besaran nilai koefisien determinasi (R Square) sebesar 0,528 atau dengan kata lain 52.80 % partisipasi masyarakat dalam penataan kawasan kumuh Kota Banjarmasin dipengaruhi variabel bebas dalam model, sedang sisanya sebesar 47,20 % dipengaruhi oleh variabel yang lain di luar model, komunikasi difusi inovasi fasilitator dan partisipasi masyarakat dalam penataan kawasan kumuh Kota Banjarmasin masuk dalam kategori baik dengan nilai tingkat capaian responden variabel komunikasi difusi inovasi nilai skor rata-ratanya adalah 4.22 dengan tingkat capaian responden 84.00%,variabel partisipasi masyarakat nilai skor rata-ratanya adalah 4.12 dengan tingkat capaian responden 82.00%. The development efforts of the Kotaku Program carried out by the government and the community cannot be separated from the active participation and involvement of community members. The implementation of the development often experiences obstacles, both in the form of funds and social obstacles from the community in the form of rejection of activities. In fact, sometimes people in the location of development activities are indifferent and do not want to know about development activities in their area. The main asset in implementing my city program is the skill of the facilitator in communicating and innovating in order to generate community participation in development. The existence of community participation is expected to be able to overcome the limited funds and capacity of the government in the implementation of urban development programs and in the development of villages The purpose of this study was to determine and analyze the magnitude of the influence of facilitator innovation diffusion communication on the level of community participation in slum management in Banjarmasin City, the value of the descriptive analysis of the facilitator innovation diffusion communication variable and the community participation variable. This research methodology uses quantitative descriptive with a triangulation approach that combines statistical approaches (quantitative), participant observation and documentation. The research specification of two variables of data analysis methods with a Likert scale based on a questionnaire using quantitative descriptive analysis of the average percentage. Purposive sampling technique is used in sampling. The number of samples was set at 70 people, consisting of 6 people from the Kotaku Banjarmasin Koorkot Team, 12 Village Facilitators and 52 Banjarmasin BKM Collective Leaders. The results showed that the innovation diffusion communication variable had a significant influence on community participation in the arrangement of the slum areas of Banjarmasin City, the value of the coefficient of determination (R Square) was 0.528 or in other words 52.80% of community participation in the arrangement of the slum areas of Banjarmasin City was influenced by the independent variables in the model. , while the remaining 47.20% is influenced by other variables outside the model, facilitator innovation diffusion communication and community participation in the arrangement of the slum areas of Banjarmasin City are in the good category with the respondent's achievement level value of the innovation diffusion communication variable, the average score is 4.22 with the respondent's achievement level of 84.00%, the community participation variable, the average score was 4.12 with the respondent's achievement level of 82.00%.
