Abstract

Desa sebagai kesatuan ruang di dalamya mengandung tatanan sosial yaitu manusia atau masyarakat, alam dan lingkungan. Implikasinya adalah desa bukan hanya sekadar wilayah administratif dan geografis atau teritorial saja. Sejatinya desa mencita-citakan lahirnya kesejahahteraan dan keadilan sosial masyarakat desa. Cita-cita itu diwujudkan karena faktanya desa memiliki ruang dan beragam sumber daya baik ekonomi, sosial, budaya yang bisa dikelola secara totalitas, produktif dan berkelanjutan. Untuk menjawab permasalahan dan tujuan penelitian, digunakan metode pendekatan yuridis normatif dengan spesifikasi penelitian deskriptif analitis normatif. Jenis datanya meliputi data primer dan data skunder yang dikumpulkan melalui penelitian kepustakaan dan dokumentasi (library and documentation). Sejarah perkembangan desa di Indonesia dapat ditelusuri melalui implementasi berbagai produk perundang-undangan yang mengatur tentang desa, mulai dari Pemerintahan Kolonial Belanda dan masa Indonesia merdeka. Pemerintahan desa diatur dalam : 1). Undang-undang Nomor 18 Tahun 1965 dan Undang-undang Nomor 19 Tahun 1965 menjelaskan keberadaan desa atau kesatuan masyarakat hukum adat akan diarahkan menjadi daerah tingkat III yang otonom, 2). Undang-Undang Nomor 5 Tahun 1979. Dalam Undang-Undang ini kebijakan mengenai desa diarahkan pada penyeragaman bentuk dan susunan pemerintahan desa dengan corak nasional, sehingga keanekaragaman kesatuan masyarakat hukum adat diseluruh NKRI disamakan nomenklatur, struktur, filosofi dan fungsinya dengan desa, 3). Undang-Undang Nomor 22 Tahun 1999. Secara normatif Undang-Undang ini menempatkan Desa sebagai kesatuan masyarakat hukum yang berhak mengatur dan mengurus kepentingan masyarakat setempat sesuai dengan hak asal-usul Desa, 4). Undang-Undang Nomor 32 Tahun 2004. Daerah. Berdasarkan UU ini menempatkan pemerintahan desa di bawah kabupaten/kota, 5). Undang-Undang Nomor 6 Tahun 2014 Tentang Desa. Dalam UU ini menyatakan, bahwa Pemerintahan Desa adalah penyelenggaraan urusan pemerintahan dan kepentingan masyarakat setempat dalam sistem pemerintahan Negara Kesatuan Republik Indonesia. Ditetapkannya Undang-Undang Nomor 6 tahun 2014 tentang Desa dan Peraturan Pemerintah Nomor 43 Tahun 2014 diharapkan dapat membawa paradigma baru dalam pembangunan. Undang-Undang Nomor 6 tahun 2014 serta Peraturan Pemerintah Nomor 43 Tahun 2014 memberikan kewenangan dibidang pengelolaan keuangan bagi Desa untuk mewujudkan kesejahteraan bagi masyarakat di Desa. Adapun Pengelolaan keuangan desa menurut Peraturan Pemerintah Nomor 43 Tahun 2014 meliputi unsur perencanaan, pelaksanaan, penatausahaan, pelaporan dan pertangungjawaban. The village as a unitary space in it contains a social order, namely humans or society, nature and the environment. The implication is that the village is not just an administrative and geographical or territorial area. Indeed, the village aspires to the birth of the welfare and social justice of the village community. This aspiration is realized due to the fact that the village has space and a variety of economic, social, cultural resources that can be managed in a total, productive and sustainable manner. To answer the problems and research objectives, a normative juridical approach is used with a normative analytical descriptive research specification. Types of data include primary data and secondary data collected through library research and documentation (library and documentation). The history of village development in Indonesia can be traced through the implementation of various products of legislation governing villages, starting from the Dutch Colonial Government and the period of independent Indonesia. Village government is regulated in: 1). Law Number 18 of 1965 and Law Number 19 of 1965 explain that the existence of villages or customary law community units will be directed to become autonomous level III regions, 2). Law Number 5 of 1979. In this Law, policies regarding villages are directed at uniforming the form and structure of village governance with a national pattern, so that the diversity of customary law community units throughout the Republic of Indonesia is equated with nomenclature, structure, philosophy and function with villages, 3). Law Number 22 of 1999. Normatively this Law places the Village as a legal community unit that has the right to regulate and manage the interests of the local community in accordance with the rights of the origin of the Village, 4). Law Number 32 of 2004. Regions. Based on this Law, the village government is placed under the regency/municipality, 5). Law Number 6 of 2014 concerning Villages. This Law states that Village Administration is the administration of government affairs and the interests of the local community in the government system of the Unitary State of the Republic of Indonesia. The enactment of Law Number 6 of 2014 concerning Villages and Government Regulation Number 43 of 2014 is expected to bring a new paradigm in development. Law Number 6 of 2014 and Government Regulation Number 43 of 2014 provide authority in the field of financial management for the Village to realize welfare for the community in the Village. The management of village finances according to Government Regulation Number 43 of 2014 includes elements of planning, implementation, administration, reporting and accountability.
