Abstract

Pandemi Covid-19 tidak hanya menyerang kesehatan masyarakat tetapi juga menyerang dan melumpuhkan ekonomi negara khususnya pada sektor UMKM. Salah satu desa yang pelaku usahanya terdampak covid adalah pelaku usaha di Desa Melayu yang mengalami penurunan pendapatan hingga 60%. Oleh karena itu pemerintah melakukan pemulihan ekonomi nasional, salah satunya adalah dengan pemberian modal usaha bagi pelaku usaha mikro yang disebut BPUM. Rumusan masalah dalam penelitian ini adalah bagaimana mekanisme penyaluran dana BPUM dan bagaimana efektivitas penyaluran dana BPUM untuk modal kerja dalam meningkatkan kesejahteraan pelaku UMKM. Tujuan penelitian ini adalah untuk mengetahui bagaimana mekanisme dan efektivitas penyaluran dana BPUM dalam meningkatkan kesejahteraan pelaku usaha mikro. Metode penelitian yang digunakan adalah metode kualitatif. Sumber data yang digunakan adalah sumber data primer dan sekunder. Pengumpulan data dilakukan dengan observasi, wawancara dan dokumentasi. Analisis data dalam penelitian ini menggunakan analisis data model Miles and Huberman. Hasil dari penelitian ini adalah mekanisme BPUM dimulai dari pengusulan, pembersihan data, pencairan dan pengawasan sedangkan efektivitasnya diketahui bahwa pemberian modal usaha melalui program BPUM cukup efektif karena dua belas informan sudah memenuhi lima indikator efektivitas sehingga berdampak positif dalam membantu memenuhi kebutuhan dharuriyat keluarga. Sedangkan satu informan lagi hanya memenuhi empat indikator efektivitas, informan tersebut tidak dapat memenuhi satu indikator efektivitas yaitu tercapainya tujuan. The covid-19 pandemic does not only attack public health but also attacks and paralyzes the country’s economy, especially in the UMKM sector. One of the villages whose business actors have been affected by covid is a business actor in Desa Melayu which has experienced a 60% decline in income. Therefore, the government is carrying out national economic recovery, one of which is by providing business capital for micro-business actors called BPUM. The formulation of the problem in this research is how is the mechanism for distributing BPUM funds and how is the effectiveness of distributing BPUM funds for working capital in improving the welfare of UMKM actors. The purpose of this study is to find out how the mechanism and effectiveness of the distribution of BPUM funds in improving the welfare of micro-business actors. The research method used is a qualitative method. The data sources used are primary and secondary data sources. Data collection is done by observation, interviews and documentation. Data analysis in this study uses the Miles and Huberman model analysis. The result of this research is the BPUM mechanism starts from proposals, data cleaning, disbursement and supervision while its effectiveness is known that the provision of business capital through the BPUM program is quite effective because twelve informants have met five indicators of effectiveness so that it has a positive impact in helping meet family dharuriyat needs. While another informant only met four indicators of effectiveness, the informant could not meet one indicator of effectiveness namely the achievement of goals.
