Abstract

Irigasi-irigasi dibangun untuk menunjang peningkatan swasembada pangan. Terbatasnya kemampuan sumberdaya manusia baik petani dan pemerintah dalam operasi dan pemeliharaan jaringan irigasi dapat menyebabkan manajemen data yang kurang baik, sehingga anggaran operasi dan pemeliharaan belum terdistribusi dengan baik sesuai dengan prioritas dan kurang tepatnya lokasi rehabilitasi. Hal ini menyebabkan kinerja sistem irigasi menurun dan tidak sesuai dengan umur layanan yang direncanakan, sebelum menentukan sebuah anggaran dasar operasi dan pemeliharaan, maka diperlukan penilaian (IKSI) Indeks Kinerja Sistem Irigasi. Penelitian bertujuan untuk mengetahui kinerja prasarana fisik, produktivitas tanam, sarana penunjang, organisasi pelaksana, dokumentasi, P3A dan kinerja sistem irigasi secara menyeluruh berdasarkan Peraturan Menteri PUPR No.12 Tahun 2015. Penelitian berlokasi di Daerah Irigasi Sum-Sum Desa Tirta Jaya, Kecamatan Bajuin Kabupaten Tanah Laut. Berdasarkan hasil analisis didapatkan kinerja prasarana fisik sebesar 57,70% yang di kategorikan memiliki kinerja yang jelek, produktivitas tanam sebesar 52,78% yang di kategorikan memiliki kinerja yang jelek, sarana penunjang 50% yang di kategorikan memiliki kinerja yang jelek, organisasi pelaksana 71,67% yang di kategorikan memiliki kinerja yang baik, dokumentasi 60% yang di kategorikan memiliki kinerja yang kurang baik, P3A 1,5% yang di kategorikan memiliki kinerja yang jelek dan kinerja sistem irigasi secara menyeluruh sebesar 52,79% dikategorikan memiliki kinerja yang jelek dan perlu perhatian. Irrigations were built to support increasing food self-sufficiency. The limited capacity of human resources both farmers and the government in the operation and maintenance of irrigation networks can lead to poor data management, so that the operation and maintenance budget has not been properly distributed in accordance with priorities and the location of rehabilitation is less precise. This causes the performance of the irrigation system to decline and is not in accordance with the planned service life, before determining a basic budget for operation and maintenance, an assessment (IKSI) of the Irrigation System Performance Index is required. The study aims to determine the performance of physical infrastructure, crop productivity, supporting facilities, implementing organizations, documentation, P3A and the overall performance of the irrigation system based on the Minister of Public Works and Public Housing Regulation No. 12 of 2015. The research is located in the Sum-Sum Irrigation Area, Tirta Jaya Village, Bajuin District. Tanah Laut District. Based on the results of the analysis, it was found that the performance of physical infrastructure was 57.70% which was categorized as having poor performance, planting productivity of 52.78% which was categorized as having poor performance, supporting facilities 50% which were categorized as having poor performance, implementing organizations 71 0.67% categorized as having good performance, 60% documentation categorized as having poor performance, P3A 1.5% categorized as having poor performance and the overall irrigation system performance of 52.79% categorized as having poor performance. ugly and needs attention.
