Abstract

Latar Belakang penelitian ini adanya Pembatasan aktivitas masyarakat sebagai upaya penanganan pandemi covid-19 sehingga menimbulkan kerugian yang cukup signifikan secara nasional (Hadiwardoyo, 2020). Oleh dari sebab itu banyak sekali sektor-sektor yang terdampak selama pandemi covid-19 ini yaitu transportasi, pariwisata, perdagangan, kesehatan, dan sektor lainnya, tetapi dalam sektor ekonomi sangat berpengaruh salah satunya bagi para Usaha Mikro kecil, dan Menengah (UMKM). Tujuan penelitian adalahmendeskripsikan strategi kinerja Dinas Koperasi Mikro dan Tenaga Kerja terhadap Usaha Mikro Kecil dan Menengah (UMKM) selama Pandemi Covid 19 di Banjarmasin. Metode penelitian menggunakan pendekatan penelitian kualitatifdengan jenis penelitian bersifat deskriftif kualitatif, Data yang dikumpulkan dalam penelitian ini menggunakan tiga teknik, yaitu dengan cara pengamatan (observation), wawancara (interview), dan dokumentasi. Analisis data yang digunakan menurut Miles dan Hubermanmenyebutkan ada tiga macam kegiatan dalam data kuatitatif yaituReduksi data, Penyajian data (data display), dan Verification/Conclusion Drawing. Hasil penelitian menunjukkan Dari dua macam program dan strategi pengaplikasiannya di Dinas Koperasi Mikro dan Tenaga Kerja kota Banjarmasin menurut peraturan Walikota dan Menteri bisa dikatakan sesuai harapan pemerintah dan berjalan dengan baik. Dari penelitian ini dapat ditarik kesimpulan bahwa pihak pemerintah khususnya bagi masyarakat Kota Banjarmasin berupaya membantu masyarakat usaha mikro (UMKM ) yang terdampak pandemi covid-19. Dengan adanya progam SKDP yang perbarukan hingga program Bantuan Pelaku Usaha Mikro (BPUM). The background of this research is that there are restrictions on community activities as an effort to handle the COVID-19 pandemic, causing significant losses nationally (Hadiwardoyo, 2020). Therefore, there are many sectors that have been affected during the COVID-19 pandemic, namely transportation, tourism, trade, health, and other sectors, but in the economic sector it is very influential, one of which is for Micro, Small and Medium Enterprises (MSMEs). The purpose of the study was to describe the performance strategy of the Office of Micro Cooperatives and Manpower towards Micro, Small and Medium Enterprises (MSMEs) during the Covid 19 Pandemic in Banjarmasin. The research method uses a qualitative research approach with the type of research being descriptive qualitative. The data collected in this study used three techniques, namely observation, interviews, and documentation. The data analysis used according to Miles and Huberman states that there are three kinds of activities in quantitative data, namely data reduction, data display (data display), and verification/conclusion drawing. The results showed that from the two kinds of programs and their application strategies at the Department of Micro Cooperatives and Manpower in Banjarmasin, according to the regulations of the Mayor and the Minister, it could be said that it was in line with the government's expectations and was going well. From this research, it can be concluded that the government, especially for the people of Banjarmasin City, is trying to help the micro-enterprise community (MSMEs) affected by the COVID-19 pandemic. With the updated SKDP program to the Micro Business Actor Assistance (BPUM) program.
