Abstract
Pencapaian standar minimal tenaga kesehatan di puskesmas Kota Banjarmasin pada tahun 2021 masih sangat rendah, dimana terdapat tiga jenis tenaga kesehatan yang masih belum memenuhi standar dari PMK Nomor 43/2019 yaitu perawat (69,2%), bidan (96,2%), dan promotor kesehatan/tenaga kesehatan masyarakat (19,2%). Penelitian ini bertujuan untuk mengetahui bagaimana implementasi, evaluasi, kendala, dan solusi dalam pelaksanaan pemenuhan standar tenaga kesehatan di Puskesmas Kota Banjarmasin. Jenis penelitian ini adalah penelitian deskriptif kualitatif. Informan dalam penelitian ini berjumlah 13 orang, dari unsur Dinas Kesehatan, puskesmas, dan pasien/masyarakat pengguna layanan puskesmas. Teknik pengumpulan data melalui observasi, wawancara mendalam dan dokumentasi. Metode analisis data menggunakan model Milles dan Huberman. Hasil penelitian menunjukkan bahwa jumlah dan jenis ketenagaan di puskesmas yang sudah sesuai standar PMK Nomor 43/2019, ternyata masih belum sepenuhnya mampu mengakomodir beban kerja kebutuhan program pelayanan di era akreditasi puskesmas. Namun demikian, Standar Ketenagaan Minimal berdasarkan PMK Nomor 43/2019 dapat menjadi acuan awal untuk pemenuhan tenaga minimal, sedangkan kebutuhan riil selanjutnya perlu dihitung berdasarkan Analisis Beban Kerja Tenaga Kesehatan. The achievement of minimum standards for health workers at the puskesmas of Kota Banjarmasin on 2021 is still very low, where there are three types of health worker that are still not up to standard from PMK Number 43/2019, namely nurses (69.2%), midwives (96.2%), and health promotor/public health workers (19.2%). This study aims to find out how the implementation, evaluation, obstacle, and solutions in implementing health worker standards at the puskesmas of Kota Banjarmasin. This type of research is a qualitative descriptive research. There were 13 informants in this study, from the element of Dinas Kesehatan, puskesmas, and patients/communities using puskesmas services. Data collection techniques through observation, in-depth interviews and documentation. Methods of data analysis using the Milles and Huberman models. The results of the study showed that the number and types of health workers at puskesmas that are in accordance with standards of PMK Number 43/2019, it turns out that it is still not able to accommodate the workload of program needs in the era of puskesmas accreditation. However, minimum standards for health workers based on PMK Number 43/2019, can be used as an initial reference for the fulfillment of minimum health workers, and the next real need must be calculated based on Workload Analysis of Health Workers.
