Abstract

Penelitian ini bertujuan(1)untuk mengetahui bagaimana menjelaskan serta menganalisis tentang implementasi kebijakan Kartu Identitas Anak KIA di Dinas Kependudukan dan Pencatatan Sipil Kota Banjarmasin,(2)untuk mengetahui faktor penghambat dalam pencapaian tujuan program kartu identitas anak di Dinas Kependudukan dan Pencatatan Sipil Kota Banjarmasin. Metode penelitian menggunakan deskriptif kualitatif. Pengumpulan data melalui observasi, wawancara(interview),dokumentasi kepada Sekretariat Dinas Kependudukan dan Pencatatan Sipil Kota Banjarmasin. Analis data menggunakan reduksi data, penyajian data, penarik kesimpulan. Hasil penelitian ini menunjukan (1)dalam implementasi kebijakan program kartu identitas anak yaitu melakukan sosialisasi setiap bulan agar masyarakat dapat memiliki Kartu identitas Anak kepada anak-anak,(2) kendala dari implementasi kebijakan kartu KIA ialah pencapaian target yang belum maksimal secara signifikan dimana capaiannya target Kartu KIA 190.123 sedangkan jumlah anak yang memiliki kartu KIA hanya sekitar 55.303. dikarenakan pandemik yang mengharuskan pemerintah melakukan pembatasan dan meliburkan sekolah-sekolah sehingga proses perekaman menjadi tertunda dari jadwal yang ditentukan di kota banjarmasin sehingga proses perekaman menjadi tertunda dari jadwal yang ditentukan. Kata Kunci : Kebijakan Publik, Kartu Identitas Anak This study aims (1) to find out how to explain and analyze the implementation of the KIA Child Identity Card policy at the Banjarmasin City Population and Civil Registration Office,(2) to find out the inhibiting factors in achieving the goals of the child identity card program at the Banjarmasin City Population and Civil Registration Office. The research method uses descriptive qualitative. Collecting data through observation, interviews (interviews), documentation to the Secretariat of the Department of Population and Civil Registration Banjarmasin. The data analyst uses data reduction, data presentation, and conclusion drawing. The results of this study show(1)in the implementation of the policy of the child identity card program, namely conducting socialization every month so that themcommunity can have a child identity card for children, (2)the obstacle of implementing the MCH card policy is the achievement of targets that have not been maximized significantly where the achievements The target for the KIA Card is 190,123 while the number of children who have a KIA card is only around 55,303. due to the pandemic which requires the government to restrict and close schools so that the recording process is delayed from the schedule specified in the city of Banjarmasin so that the recording process is delayed from the specified schedule.
