Abstract

Penelitian bertujuan mengetahui saluran pemasaran pupuk bersubsidi, fungsi pemasaran, biaya pemasaran, margin pemasaran, dan masalah yang dihadapi dalam penyediaan dan penyaluran pupuk bersubsidi. Penelitian dimulai pada bulan Mei sampai dengan bulan Juli 2020. Teknik purposive sampling digunakan untuk penarikan sampel dengan kriteria produsen adalah produsen pupuk UREA, pupuk ZA, pupuk SP-36 dan pupuk NPK-PHONSKA yang telah ditetapkan oleh pemerintah, distributor adalah distributor yang bertanggungjawab dan telah ditetapkan oleh pemerintah untuk wilayah Kabupaten Barito Utara. Sedangkan teknik snowball sampling digunakan untuk penarikan sampel pengecer dan petani, dan diperoleh sebanyak 16 sampel. Analisis data yang digunakan adalah analisis kuantitatif dengan menganalisis biaya pemasaran, keuntungan, margin pemasaran setiap lembaga pemasaran dalam pemasaran pupuk subsidi. Hasil penelitian menunjukkan Hanya ada satu jenis saluran pemasaran pupuk bersubsidi yaitu produsen-distributor-pengecer-petani. Fungsi-fungsi pemasaran yang dilakukan lembaga-lembaga pemasaran yaitu pembelian, penjualan, penyimpanan, transfortasi, dan pembiayaan. Harga eceran tertinggi (HET) telah diatur dalam Peraturan Menteri Pertanian Republik Indonesia Nomor 01 Tahun 2020 Tentang Alokasi Dan Harga Eceran Tertinggi pupuk Bersubsidi sektor Pertanian Tahun Anggaran 2020. Penjualan pupuk diatas harga eceran tertinggi (HET) yang telah ditetapkan oleh pemerintah sangat merugikan petani karna harga perolehan pupuk lebih mahal dari harga yang ditetapkan. This study aims to determine the marketing channels of subsidized fertilizers, marketing functions, marketing costs, marketing margins, and problems faced in the supply and distribution of subsidized fertilizers. The research was started from May to July 2020. The purposive sampling technique was used for sampling with the criteria of the producers being the producers of UREA fertilizer, ZA fertilizer, SP-36 fertilizer and NPK-PHONSKA fertilizer that have been determined by the government, the distributor is the distributor who is responsible and has been established by the government for the North Barito Regency area. Meanwhile, the snowball sampling technique was used for retailer and farmer sampling, and obtained 16 samples. The data analysis used is quantitative analysis by analyzing the marketing costs, profits, marketing margins of each marketing agency in the marketing of subsidized fertilizers. The results showed that there is only one type of subsidized fertilizer marketing channel, namely producer-distributor-retailer-farmer. Marketing functions carried out by marketing agencies are purchasing, selling, storing, transportation, and financing. The highest retail price (HET) has been regulated in the Regulation of the Minister of Agriculture of the Republic of Indonesia Number 01 of 2020 concerning Allocation and Highest Retail Price of Subsidized Fertilizers in the Agricultural Sector for Fiscal Year 2020. The sale of fertilizers above the highest retail price (HET) which has been set by the government is very detrimental to farmers because the cost of fertilizers is higher than the stipulated price.
